Definition
When a satellite orbits a single body and uses only inter-satellite range for orbit determination, the rotational symmetry of the central body's gravitational field causes the observation information matrix to be rank-deficient, making it impossible to uniquely determine all orbital parameters. In the three-body problem, strong perturbation from the third body breaks this symmetry and restores full rank.
