Definition
An instantaneous velocity change applied along the direction of orbital velocity. In the paper's transfer trajectory design, two tangential constraints are imposed: at the initial time the transfer is tangent to the LEO, and at the final time it is tangent to the DRO, making the maneuver direction align with the orbital tangent to maximize the efficiency of velocity increment in altering the orbit shape.
