A strategy for constructing an LPO communication and navigation constellation in three phases: Phase 1 uses a single NRHO satellite to achieve single coverage of the Earth-Moon transfer critical region; Phase 2 expands to 7 satellites distributed on L1, L2, L4, L5 and NRHO orbits to achieve quadruple coverage of both regions; Phase 3 adds 2 L3 libration point satellites to reach 9 satellites, achieving quadruple coverage across the entire cislunar space.
