Definition

The total delta-V required for station-keeping from orbit insertion to end of life (assumed 20 years in the paper), measured as a mass ratio. Stable orbits like ELFO and DRO require no maintenance (C^Ma = 1), while halo orbits and NRHO require small annual delta-V expenditures.
