Definition

Force Development is the U.S. Space Force service-level activity by which the Space Force enhances and optimizes the force it has — the Fielded Force. Through Force Development, the Space Force progresses towards the Objective Force, balancing the needs of today against those of the future.

Force Development focuses on "what we have now" and "how to make the existing force better," complementing Force Design which focuses on "what we need in the future." Force Development is a continuous process that spans the entire lifecycle of Space Force capability building.

Key Elements

Talent Management

Talent management is the core pillar of Force Development, aimed at recruiting, developing, and retaining professionals capable of performing space operations:

  • Recruitment: Attracting high-quality personnel with STEM (Science, Technology, Engineering, and Mathematics) backgrounds to join the Space Force.
  • Career Development: Designing clear career paths for Space Force personnel, including both technical specialist and command management tracks.
  • Talent Matching: Placing the right talent in the right positions to maximize both individual capability and organizational effectiveness.
