DOTMLPF-P is a comprehensive analytical framework for U.S. military capability building, consisting of eight interconnected dimensions: Doctrine, Organization, Training, Materiel acquisitions and sustainment, Leader development, Personnel management, Facilities, and Policy. The framework is used to systematically assess and address military capability gaps, ensuring that all elements of military power work coherently toward strategic objectives.
