Meeting Background

The meeting, held on April 21, was chaired by Shan Zhide, Vice Minister of the Ministry of Industry and Information Technology and Director of the National Space Administration. The discussion focused on forming integrated development synergies across "rockets, satellites, launch sites, frequency spectrum, and networks" and accelerating the industrialization of commercial space. 14 Enterprises Discuss Industrialization Pathways

Representatives from 14 enterprises specializing in rocket development, satellite manufacturing, commercial launch services, satellite TT&C, constellation deployment, and satellite applications engaged in in-depth discussions on research and production, licensing and market access, launch applications, frequency coordination, orbital operations, and application promotion.

The meeting emphasized the importance of implementing decisions and deployments by the CPC Central Committee and the State Council on commercial space development, establishing and improving institutional rules for commercial space market access, fair competition, and factor allocation, and creating a favorable commercial space market ecosystem.

Policy Context

2026 marks a pivotal year for China's commercial space sector. According to the China Manned Space Agency, China's space launch count is expected to reach a new high in 2026, with commercial space becoming a significant growth engine. This enterprise roundtable signals intensified policy focus on addressing institutional barriers to commercial space industrialization.
